FSC certification in Saudi Arabia is usually requested by the customer, not chosen by the manufacturer. A brand owner, retailer or EU buyer asks for FSC-certified packaging, paper or wood products, and the supplier needs an FSC Chain of Custody (CoC) certificate to make that claim. This guide explains what the CoC standard requires, how to choose a control system, and what an auditor checks first, written from the auditor’s side of the table.

What FSC Chain of Custody certification is
FSC certification has two parts. Forest management certification covers how a forest is managed. Chain of Custody certification covers every company that buys, processes or sells FSC material on its way to the final customer.
A CoC certificate shows that FSC-certified material was kept under control at your site: correctly sourced, tracked, kept apart from other material where needed, and sold with the right claim. Without a valid certificate, a company cannot pass an FSC claim on to its customers, even if its supplier is certified.
The requirements are set out in FSC-STD-40-004 V3-1, in force since 1 September 2021, Chain of Custody Certification. Use of the FSC trademarks, including on-product labels, is covered by FSC-STD-50-001 V2-1.
Who needs FSC Chain of Custody certification in Saudi Arabia
Any company that takes legal ownership of FSC material and wants to sell it with an FSC claim needs its own certificate. In Saudi Arabia, that typically includes:
- corrugated and folding-carton converters supplying FMCG and food brands
- printers and publishers
- paper bag, paper cup and tissue converters
- timber importers and distributors
- joinery, fit-out and furniture manufacturers
- pallet and wooden packaging producers
Companies that handle FSC products without owning them, such as agents, transport and storage providers, and subcontractors working under an outsourcing agreement, do not need their own certificate. The trigger for everyone else is usually commercial. A multinational brand owner sets an FSC requirement for all its packaging suppliers, or an EU customer asks for certified material in its supply chain.
What the FSC CoC standard requires: seven areas an auditor checks
FSC-STD-40-004 is shorter than most management system standards, but its records are tested in detail. These are the seven areas an auditor works through.
| Area | What the auditor checks | Clause |
|---|---|---|
| CoC management system | A management representative, up-to-date procedures, named key personnel, trained staff, and records kept for at least five years | 1.1 |
| FSC values, health and safety, labour | Commitment to the FSC values, an OHS representative and procedures, a policy on the FSC core labour requirements, and a self-assessment sent to the certification body | 1.3 to 1.6, 7 |
| Supplier control | An up-to-date supplier list, and regular checks of each active supplier’s certificate validity and product-group scope on the FSC certificate database | 2.1, 2.2 |
| Goods-in checks | Every supplier invoice or delivery note checked for material type, quantity, the FSC claim and the supplier’s certificate code | 2.3 |
| Segregation | Physical separation, separation in time, or identification of materials where non-eligible inputs could enter FSC product groups | 3.1 |
| Material accounting | Conversion factors for each processing step, input and output records, FSC percentage or credit calculations, and an annual volume summary | 4.1 to 4.4 |
| Sales documents | Every invoice for an FSC product shows your certificate code and the correct FSC claim | 5.1 |
The standard also covers complaints (acknowledge within two weeks, propose actions within three months), control of non-conforming product, and outsourcing to subcontractors.
Choosing a control system: transfer, percentage or credit
Each product group runs on one control system. The choice decides which claims you can make and how much record-keeping you carry.
| Control system | How it works | Claims you can make | Best suited to |
|---|---|---|---|
| Transfer | The output carries the claim of the inputs. With mixed inputs, the lowest FSC claim per input volume applies (clause 9.3) | FSC 100%, FSC Mix x%, FSC Recycled x%, FSC Mix Credit, FSC Recycled Credit, FSC Controlled Wood | Traders, and converters running one claim per job |
| Percentage | You calculate the FSC share of inputs over a claim period, and sell outputs with a percentage claim equal to or lower than that share (clause 10.10) | FSC Mix x%, FSC Recycled x%, FSC Controlled Wood | Mills and converters that blend certified and other eligible inputs |
| Credit | FSC inputs build a credit account; you can sell that volume of output with a credit claim | FSC Mix Credit, FSC Recycled Credit, FSC Controlled Wood | High-volume converters with mixed inputs on shared lines |
A worked example from the standard’s annex: 4 units of FSC 100%, 8 units of FSC Mix 70% and 4 units of controlled material give an FSC percentage of 60%. That is (4 × 1) + (8 × 0.7) + (4 × 0), divided by 16 units. The output can be sold as FSC Mix 60%, but it cannot carry the FSC label, because FSC Mix labelling needs at least 70%.
The transfer system is the simplest to run and to audit, which makes it a common starting point for packaging converters. The percentage and credit systems pay off when certified and other eligible inputs are mixed on the same lines.
FSC claims on invoices: the most common error
The sales invoice is where most FSC chains break. For each FSC product, clause 5.1 requires the invoice to show your name, the customer, the date, the product description, the quantity, your FSC certificate code and the FSC claim.
The errors an auditor finds most often are simple ones: the certificate code missing from the invoice template, a claim the product group’s control system does not allow (for example, FSC Mix Credit on a percentage-system product), or an FSC claim on a product whose inputs did not support it. Each one can break the chain for your customer, because they cannot pass on a claim that your documents do not prove.
If your invoices go out without the delivery, the delivery note must carry the same information and a reference linking it to the invoice (clause 5.3).
FSC labels and trademark use
An on-product FSC label must match the claim on the sales document. A label is only allowed where the claim qualifies:
| Claim on the sales document | Label allowed |
|---|---|
| FSC 100% | FSC 100% |
| FSC Mix of at least 70%, or FSC Mix Credit | FSC Mix |
| FSC Recycled wood of at least 70% post-consumer reclaimed, FSC Recycled paper (no threshold), or FSC Recycled Credit | FSC Recycled |
Before using any FSC trademark, on-product or in promotion, a certified site must either submit each use to its certification body for approval or run an approved trademark use management system (FSC-STD-50-001, clause 1.5). For a carton converter printing customers’ artwork, this means an approval step in the artwork process, not just in marketing.
FSC core labour requirements and occupational health and safety
Version 3-1 introduced the FSC core labour requirements, and clause 1.4 requires a commitment to occupational health and safety. Both catch first-time applicants by surprise.
- Core labour requirements: a policy covering no child labour, no forced labour, no discrimination in employment, and freedom of association, plus a self-assessment of how you apply it, sent to the certification body.
- Occupational health and safety: an OHS representative, procedures suited to your size, and staff training. Another certification or local legislation covering the same elements can serve as evidence.
What is changing: the CoC standard revision and the Regulatory Module
FSC is revising the Chain of Custody standard. It held what it called the third and final public consultation on the draft FSC-STD-40-004 V4-0 from 15 May to 15 June 2026. The final version had not been published at the time of writing. Certificate holders will get a transition period once it is.
Separately, FSC’s revised Regulatory Module took effect on 17 August 2026, with a 12-month transition. It matters most to Saudi manufacturers supplying customers in the EU.
Neither change is a reason to delay. A system built on V3-1 now will need an update, not a rebuild.
Steps to FSC Chain of Custody certification
- Define your scope. List the products you will sell with FSC claims, the sites involved and any outsourced processes.
- Set up product groups and choose a control system for each one.
- Write the procedures and records the standard requires, and train the people who use them.
- Approve your suppliers and check their certificates on the FSC certificate database.
- Run an internal check against FSC-STD-40-004 and FSC-STD-50-001, and close the gaps.
- Choose an FSC-accredited certification body and book the audit. Before you sign, confirm on the FSC website that its accreditation covers Chain of Custody.
Five mistakes to fix before the first audit
- Supplier certificates checked once, at approval. The standard expects regular checks; a supplier’s certificate can be suspended or its scope reduced.
- No conversion factors. Without them, the annual volume summary cannot show that outputs match inputs.
- Invoice templates not updated. The certificate code and claim must print on every FSC invoice.
- Artwork approved without a trademark check. A label printed without approval is a non-conformity, even if the claim was correct.
- Labour and OHS treated as paperwork. The policy and self-assessment must describe what actually happens at the site.
Frequently asked questions
Does a trader who never processes material need FSC certification?
Yes, if it takes legal ownership of FSC material and sells it with an FSC claim. Without a certificate, the claim cannot be passed on.
Can we use the FSC logo on our website once certified?
Only after approval by your certification body, or under an approved trademark use management system (FSC-STD-50-001, clause 1.5).
How long must FSC records be kept?
At least five years (FSC-STD-40-004, clause 1.1 e).
What is the difference between FSC Mix x% and FSC Mix Credit?
FSC Mix x% comes from the percentage system and states the FSC share of inputs. FSC Mix Credit comes from the credit system and is sold against a credit account. Both can carry the FSC Mix label, but FSC Mix x% only at 70% or more.
Should we wait for the new V4-0 standard?
No. Your customers need certified supply now, and FSC will give certificate holders a transition period.
